計畫源起
馬頭山屬臺灣泥岩地質景觀,同時具有砂岩透鏡體,岩性差別加上獨特之氣候條件,讓原應乾燥無水之區域,在乾季期間仍有源源不斷的水源滲出,成為馬頭山在廣大泥岩惡地中特殊之處,也孕育出其獨特且豐富之淺山生態系。The geological landscape of Matoushan is mainly characterized by mudstone while it also contains sandstone lentils. Such different lithological characteristics as well as the unique weather conditions have contributed to endlessly seeping water sources in this area, which should have been dry without water. This has become a distinctive condition in this massive mudstone badland and helped nurture a unique and diverse ecosystem of the low-elevation mountain areas.
經在地居民及學者初步調查,當地具有多種珍貴稀有植物,如大葉 捕魚木、澤瀉蕨、岩生秋海棠等,國家自然公園管理處108-110年辦理馬頭山地區哺乳類 動物及在地資源調查等,發現有食蟹獴、穿山甲、梅花鹿及麝香貓等動物蹤跡,顯示馬頭山地區生態資源豐度係足,屬未來潛在型國家自然公園之一。The preliminary surveys conducted by the local residents and scholars showed that there are various rare and valuable plants such as round-leaved grewia (grewia eriocarpa), parahemionitis arifolia, begonia ravenii and more found in this area. From 2019 to 2021, the National Nature Park Headquarters carried out investigations to explore the mammals and local resources in the Matoushan area. Animals including crab-eating mongoose (Herpestes urva), Formansan Pangolin (Manis pentadactyla), Formosan sika deer (cervus Nippon taiouanus) and small Chinese civet (viverricula indica pallida) were spotted here. These animals’ footprints revealed abundant and diverse ecological resources in Matoushan, which can be considered potential to be a national nature park in the future.
然國家自然公園之成立,除資源豐度應俱足外,尚須彙整在地居民意向、及與地方政府、各機關單位溝通與協調。因此,國家自然公園管理處於111年開始規劃辦理「環境保育夥伴關係與社區培力計畫」,完成權益關係人意向調查與分析工作,並透過辦理在地生態保育相關活動,強化馬頭山地區在地社群生態導覽,以促進環境保育夥伴關係。而113年度的計畫重點係為促進馬頭山夥伴關係與社區培力。透過舉辦共創社群研習和培力課程,建立長期的互動關係,並規劃建置媒體平台,擴大跨社區推廣生態與人文特色,同時辦理在地生態人文遊程活動,深化對國家公園永續發展理念的理解。However, in addition to its abundance and richness, establishing a national nature park requires further understanding of the intent of the local residents as well as the communications and coordination with local governments and competent authorities. Bearing the above idea in mind, the National Nature Park Headquarters initiated to organize the “Environmental Conservation Partnership and Community Empowerment Project” in 2022 followed by completing surveys and analyses of stakeholders’ intention. Moreover, for facilitating the environmental conservation partnership, the events featuring local ecological conservation were held for the communities to improve ecological guided tours in the Matoushan area. In 2024, the focus of the above-mentioned project has been put on promoting Matoushan partnership and community empowerment. Some co-creation community training and empowerment courses and learning programs have been designed to sustain long-term interactions. Media platforms have also been planned and set up. Great efforts have been jointly made across the communities to promote knowledge in the ecosystem and cultural characteristics of the Matoushan area. Meanwhile, local tours concentrating on the ecosystem and cultures have been arranged to deepen the stakeholders’ understanding of the concept of the sustainable development of national parks.
壽山國家自然公園於100年11月1日公告設立,是臺灣第一座國家自然公園。壽山國家自然公園位於淺山地區,人類活動範圍與野生動物的棲地高度重疊,存在人猴衝突問題。因此,本計畫也與壽山周邊社區合作,辦理相關研習課程,規劃環境教育解說活動與媒材設計,並進行實際體驗活動、線上宣導和媒體行銷,以正確引導大眾對野生動物的尊重和保持安全距離的概念。shoushan National Natural Park was officially established on November 1, 2011. Located in a foothill zone, it is the first national natural park in Taiwan. Due to the footprints of human activities highly overlapping with the habitats of the wildlife, conflicts occur between humans and Formosan Macaques from time to time. Thus, this has become a catalyst facilitating the cooperation between the Headquarters and the local communities nearby Shoushan. The above-mentioned project further extended to Shoushan National Natural Park. Efforts have been made to bring out training courses, guided tours and materials on environmental education, activities for on-site experiences, online promotions, media marketing, etc. in order to properly guide the public to perceive that human beings should respect and keep safe distances from the wildlife.
計畫範圍Areas covered by the Project
1. 馬頭山地區:馬頭山地區資源調查計畫(國家自然公園管理處,2021)範圍為主,並以馬頭山地區在地社群為主要輔導對象,另為加強在地社區及周邊地 質環境相似地區之互動與合作,本案範圍可擴及邀請內門區、田寮區、燕巢區及旗山區之所屬社群。Matoushan area: it mainly refers to the area covered by the Matoushan Area Resources Survey Project (National Nature Park Headquarters, 2021). And the local communities in the Matoushan area are the major objects to be coached. For strengthening the interactions and cooperation between the communities in the Matoushan area and those nearby with a similar geological environment, this partnership and empowerment project can be extended to cover and invite the communities in Neimen, Tianliao, Yenchao and Chishan districts.
2. 壽山地區:以壽山國家自然公園園區範圍內為主及壽山國家自然公園所在之周邊社區。Shoushan area: it mainly refers to the area covered by Shoushan National Natural Park and the communities around it.

本計畫依照計畫目標進行整體規劃,計畫範圍包括透過舉辦共創社群研習和培力課程,促進社區成員參與、溝通、協調與合作。同時,初步籌備建置社群媒體與網頁平台,擴大跨社區推廣生態和人文特色,並舉辦在地生態遊程活動,深化國家公園的永續發展理念。本案計畫範圍說明如下。
夥伴關係
1.舉辦馬頭山地區計畫說明會議,向夥伴機構和社區成員介紹計畫目標和執行計畫的方式,並將拜訪主要私法人地主,瞭解其土地使用規劃動向。
2.透過鼓勵馬頭山地區社區居民參與創新社群的研習與培力課程,促進合作交流機會,以建立更緊密的合作關係。
3.舉辦馬頭山地區成果發表會,展示計畫的成果,並擴大對外宣傳。
社群培力
1.馬頭山地區成立在地故事劇場、遊程設計與導覽及人文生態特色調查研究社群。壽山地區成立生態探索社群。
2.進行在地社群的培力課程,包括工作坊與培訓課程。
3.整合特色生態和文化資源,協助社群建立對外推廣機制。
環境教育
舉辦生態遊程和環境教育活動,提高參與者對於自然環境和生態保護的意識和理解,並對外廣宣生態保育特點。
行銷宣導
1.設計並製作馬頭山與壽山地區特色文創宣導品,用於宣傳和推廣。
2.建立馬頭山地區社群媒體平台,通過網絡宣傳和互動,提高社區居民與國人生態保育共識。
3.設計和維護馬頭山地區雙語網站,提供有關計畫和活動的資訊,以吸引更多的參與者。
OECM推展
1.探討國家公園推動「其他有效保育區域」(簡稱OECM, other effective area based conservation measures)可行之方向與模式,供未來國家公園保護生物多樣性措施與生態保育作為之參考進行調查和研究,提出相關的保護和管理建議,促進生態保育工作的開展。
2.透過專家諮詢會議,提出推動OECM的策略方向與模式建議。
